Pakistan works for two kinds of buyer: companies building teams in software, VA, and BPO roles, and companies sourcing manufactured goods for import. Both hit the same country, the same banking system, the same holiday calendar, the same grid. Most sites covering Pakistan pick one side and publish a templated page. Why Pakistan is worth your attention

Pakistan is the world's fifth-most-populous country, at 247,541,947 people per the 2023 national census. Scale does two things for a buyer: it produces a deep working-age labor pool, and it backs export manufacturing capacity built over decades in specific sectors rather than an emerging one.

English is a co-official language and the language of higher education, business, and government. Pakistan scores 493 on the EF English Proficiency Index, in the "moderate" band and just above the global average of 488, ranking 67th of 123 countries and regions. That does not mean every worker or supplier contact is fluent. It means English-language business communication is normal in Pakistan's formal economy.

On cost, our own wage pull is now published rather than promised. The Pakistan Developer Rate Index and VA & BPO rates carry 913 posted-salary observations from public Pakistani job boards, dated 8/2026, with sample sizes on every row and thin cells withheld. Software engineer runs an average posted band of $365 to $558 a month (PKR 101,364 to 155,000) across eleven postings; customer support runs $172 to $217 (PKR 47,700 to 60,256) across forty-five. Those are local wages, not what a vendor bills you, and the indexes say so on every page.

Where the teams side wins

Companies hire Pakistani talent most often for software development, virtual assistant and back-office work, and BPO or customer support. Three engagement rails exist, each with a different speed, cost, and compliance profile, and picking the wrong one is the most common mistake we see buyers make.

Where the sourcing side wins

Pakistan's export manufacturing is concentrated, not diffuse, and the concentration is an advantage once you know where to point. Official US customs data shows exactly how concentrated: of the $5.40 billion the US imported in the twelve months through 6/2026, textiles and apparel account for roughly 72% across three HS chapters, with made-up textile articles including bed and kitchen linen at $1.50 billion, knit apparel at $1.32 billion, and woven apparel at $1.07 billion. Behind those sit leather goods at $185 million, surgical and medical instruments at $124 million, sports equipment and toys at $76 million, and salt, stone and cement at $51 million.

The risks, stated in the same breath

Tariffs. The average effective US tariff rate on Pakistani goods stood at roughly 24.9% in 2/2026, well above the 8.5% overall US average across all trading partners (USAFacts, Census Bureau data, updated 4/2026). It was 18.4% for 2025 and 9.6% in 2024, so treat it as a moving line item to check before you commit to a landed cost, not a constant. Check your own product's rate against the current USITC Harmonized Tariff Schedule, since a blended country average is not any single shipment's duty.

Energy and infrastructure. Pakistan's installed generation capacity is reported at roughly 49,651 MW as of 3/2026, but capacity on paper has coexisted with a circular-debt crisis serious enough that the government has restructured or terminated contracts with multiple independent power producers, and electricity prices more than doubled between 2022 and 2025 under IMF loan conditions. These figures come from secondary compilations rather than a NEPRA or IEA primary series we have pulled and dated, so treat them as directional. What matters operationally is narrower than the national number anyway: ask a specific supplier what backup generation they run and whether they hold a captive power arrangement, which most tier-1 textile exporters do precisely because grid reliability is not assumable. Payment-rail friction. Several payment mechanisms US buyers default to elsewhere do not work here. PayPal does not support receiving payments into Pakistani accounts, which is confirmed against PayPal's own country list. Alibaba's Trade Assurance is widely reported not to cover Pakistan-based sellers, though we have not found a current Alibaba-published country list that settles it, so confirm coverage for your specific supplier on Alibaba's own policy pages before relying on it. Port congestion. Karachi Port and Port Qasim together handle the large majority of Pakistan's seaborne trade, and Karachi's complex has a documented history of harbor congestion from the density of terminals sharing one approach channel. We do not have current dwell-time figures at a confidence level we would publish, and we will not estimate one. Build buffer in.

Who Pakistan isn't for

If you need same-day-timezone collaboration with the US West Coast, the roughly 9-to-12 hour difference is a real constraint, not a footnote. If your compliance function cannot tolerate any documented country-risk flag on a vendor list, some enterprise risk frameworks flag Pakistan regardless of the underlying operational reality, and that is worth checking internally before you invest time here. If your sourcing requires certifications your target suppliers do not hold, verify that before committing rather than assuming Pakistani manufacturers match the certification landscape you are used to elsewhere.
